What about these monthly assessments I owe?
Statements are issued monthly if you requested they be mailed to you. Otherwise, you can check them online which helps save paper. You have the option of paying your association dues at one time for the whole year for $360/yr or you may pay $30/month each month of the year.
Assessment payments must be sent to the post office box, not placed in the irrigation drop box w/your irrigation payment. You may also pay with Zelle – You MUST include your lot number.
To be able to irrigate, your balance must be under $90 and your account must be in good standing.
- At $90 or higher, irrigation rights are suspended.
- Balance of $120.00 incur a $15.00 late fee charge monthly.
- At $180, a lien is placed on the property along with the lien fees. ($150.00 x 2).

How does irrigation work?
Irrigation water costs $17 per hour.
You pay for the hours of water you order, you don’t pay for the time the water is in the ditch on the way to your property.
If you miss your scheduled time, you run the risk of flooding a neighbor and may be liable for any damages incurred.
Write your lot number and phone number on the check, in case Peggy Reed has questions and needs to contact you.
Your money must be in the irrigation box (the irrigation drop box is at Peggy Reed’s house – 43011 N Suburban — no later than 4:30pm, the Thursday prior to the weekend you wish to irrigate (reference “C” on the enclosed map)
The irrigation schedule is posted by 11:00pm that same Thursday (reference “C” on the enclosed map) next to the irrigation box at Peggy Reed’s house – 43011 N Suburban.
The Online Water Schedule will be posted before 6am on Friday morning.
The day and time of your irrigation depends upon when the water will be in your ditch. Ditches are rotated each week, so the time/day you will receive water changes constantly.
The irrigation pump runs only on the weekends
A minimum of 15 hours must be (collectively) ordered by homeowners in order for the pump to be turned on each weekend.
During times of heavy water ordering, the pump may start on Friday afternoons. Please check the ditch schedule no later than 4:00pm on the Friday you’ve ordered water to determine what time you will need to switch gates and open your ports/start your irrigation pipes.
Do not open gates/ports or use water that you have not paid for!
Irrigation courtesies:
Walk the ditch before you irrigate to check that all ports are closed in your ditch, or you may lose some of the water you’ve paid for. If you have to close other persons ports or lift they’re gates anytime after Thursday @ NOON, please take a picture of the port/gate and whose property lot (there is a map link up top) and you can either text the photo and info to 480-636-9921, or you can email it to [email protected]. We will address the issue with the property owner.
Do not pile dirt up around the canals. They should have 18″ level or below clearance. You can build a dirt berm on your side of the property but do not add dirt along the canals.
Use only manufactured ditch checks. DO NOT PLACE DIRT OR OTHER DEBRIS INTO THE DITCHES TO STOP WATER.
After you irrigate, close your ports/remove irrigation pipes and remove your ditch checks. If you have a gate, open it all the way.
If your ports leak, it is your responsibility to repair the seepage. Please repair them immediately.
QCSR Association will repair damage to the ditch, it is your responsibility to repair your own ports.
Can I burn weeds & other debris?
The Association maintains a current burn permit that covers only the burning of ditches and fence lines owned by the Association.
The Association burn permit DOES NOT COVER individual properties. Therefore, each homeowner needs to buy a monthly burn — it can be bought via mail or in Apache Junction at the county complex (by the DMV and the library).
If a homeowner chooses to buy a burn permit, it allows only the burning of weeds & brush (anything cut off a living plant). It is for plant material only, NOT HOUSEHOLD WASTE. Burning garbage IS NOT ALLOWED. THERE IS NO PERMIT AVAILABLE TO BURN HOUSEHOLD WASTE.
Pet owner reminders:
This is heart-worm territory – if you have dogs, plan on having them tested and then keep them on heart-worm year round. Some homeowners who have moved from other regions of the country have learned the hard way that seasonal heart-worm medication does not fully protect the dogs.
If you have horses, talk to your vet about getting them immunized against West Nile virus.
We are sad to report that there have been three separate instances of animal abuse in the neighborhood in the last few years.. One involved equine starvation, the second involved a dog being shot and the third involved another dog being viciously beaten. Two households were involved in these cases of abuse. Both households were cited; one for animal abuse, the other for firearms charges and animal abuse. All neighbors need to be extra conscious of potential cases of abuse within the neighborhood, and help each other look out for, and protect, our pets.

Reminder: The State of Arizona requires that all dogs be confined to their property or be on a leash if not on the owner’s property. It is commonly known as a “leash law” and exists throughout the entire state. The Pinal County Animal Control Ordinance reflects the same requirement.
